Confused about "cheaters"

If you look down the list threads, you can see a number of them complaining about, calling cheaters out or asking for scores to be wiped.

What I don't understand is how can you complain to a company when the second sticky on the forum is "Cheat Codes Revealed" and that thread has been started by the company who make the game.

You cannot rank on the leaderboards by using the "legit" cheats, the people who are discussed as "cheaters" have used third party software to alter their scores or hacked the list itself.
