Isn't it a reference to Room 101, the Room anyone who has read George Orwell's 1984 will ever remember?

it could make some reference...like the overseer is like big brother...and you could think of references that make it like a jail/torture chamber i guess

It would make sense, since every vault has its own theme, and the one of Vault 101 is specifically about testing the role of the overseer. There are other references to 1984 in the game as well. (Although other vaults may be closer to room 101.)

This has started to come up even before the game was originally released, but to my knowledge, nobody has officially confirmed it so far.
