USB to ps2 converter

I have a usb to ps2 controller adapter - I can get every emulator I own to recognize the directionals; however when I go to set up Razor2 it appears that it doesn't correctly register the button presses. Even if I switch "modes" in the controller setup, it doesn't detect the buttons - and I can have the controller send actual button presses (not keyboards, but like joy1, joy2) to the OS.

Is there something I'm missing?

To further clarify, the "action" buttons are able to be detected just fine, it's just the movement buttons that the game just sits there when I attempt to configure....
