Who Goes First..

I'm assuming this is like PQ1, where one of the stats allows 1 person to go first based on who's is higher. Since this doesn't have Cunning like PQ1 did, I would guess that Intelligence is now the attribute that it checks? If anyone knows for sure let me know please, and thanks! :)
