What might be causing this? I've tried all sorts of setting from within the game, and tweaking the graphics settings in windows.. doesn't change a thing. In all other respects, the game runs fine. It occurs on all maps except the desert/canyon one (name escapes me for the moment).. that one I get a checkerboard pattern of light and dark squares overlayed on the landscape.

That grid is the default normal map used when the one specified in the material can't be loaded. There's two reasons why this may occur:
- Texture can't be found or loaded from disk: try verifying the game cache
- GPU doesn't support 3Dc compressed textures: given that you're running on ATI this seems unlikely, but may be worth giving the latest drivers a try

Found more recent drivers and installed, still have waffles.
Verified the game cache.. 1 file failed to validate and will be reinstalled. This didn't fix it either.
Deleted local content and re-downloaded to game. Waffles. Out of curiosity I verified the game cache again and 1 file is still failing to validate. Steam attempted to pull it again and still waffles.
I'm assuming the file that's failing to validate is the culprit, but what is causing it to fail to download?

Steam doesn't specify (1 file failed to validate and will be re-aquired), though just now I looked at the download page in Steam and the last logged download for Dogfighter is 78 bytes..?!
Not sure if it's a clue or anything, the latest drivers seem to have made the effect slightly more pronounced (a tad more contrast on the waffle), and I now have a seam down the centreline of the Samnite, where the 2 halves of the texture meet.

Thats definately strange but this has happened before and was magically fixed after a new patch was released. I have a couple of things you can try whilst we try to solve this issue as well as a couple of questions that may help us too:
1. Full Version or Demo?
2. [Full Version] Was this working before the latest patch was applied?
A copy of your DxDiag and runtime.log would also help (instructions: http://forums.steampowered.com/forums/showthread.php?t=1319402)
You can try installing these files located in your DF steam directory to see if it makes any difference what so ever:
C:\Program Files\Steam\steamapps\common\dogfighter\redist
1. PhysX_9.10.0129_SystemSoftware.exe
2. vcredist_x86.exe
3. directx\DXSETUP.exe
Let us know how that goes!

Full version, purchased just a few days ago, less than a week. the problem has been there since installation.

Runtime log: I have no Log folder or Runtime.log file (system search reveals the same).
Checking/installing the files you mentioned made no difference, still flying over breakfast ;)
If the proble is caused by a missing Normal map.. I'm handy in Photoshop, can I not just make one and put it where it should go?

Thanks for the DxDiag, if you go to "Steam\steamapps\common\dogfighter\packages\DogFigh terV1\" you can create the "log" folder manually then it should generate the runtime.log next time you run the game.
The diffuse and normal maps are cooked together as one file (diffuse is clearly showing in your screenshot) so its not as simple as that, but we think we have figured out the issue or at least pinned it down.
Once i grab your runtime.log ill file this into our system so we can get a fix out asap!
