You can ask support but as Rogersdead said "Highly unlikely" as Steam has nothing to do with it except selling it, theres no partnership with achievements as GFWL has that covered so anytime you see those four initials in it Steam has always not allowed activation of a 3rd party game in otherwards Steam has no profit from the backside. Also theres a 3rd party DRM involved so that kills all from Steam's interest.

No, you cannot. It does not use Steam works in any way, shape, or form.

The best you can do is add it as a non steam game if you want the steam overlay.
