You can extract music.hpk, and listen to these tracks individually. Also, if you want, you can gather your own tracks, maybe add the ones from previous Tropico titles, and pack them as .hpk and let the game play those aswell.
Usage:
-Visit this link (http://forums.techpowerup.com/showthread.php?p=1733957), and download the HPK archiver.
-Run the program. As for the file to be extracted, locate your Tropico 3 folder (Steam/Steamapps/common/tropico 3). From there, you can find your Music.hpk under Packs/boot.
-Specify another folder for the files to be extracted.
-Hit extract!
Files are .ogg files. There are 15 tracks. Unfortunately, they're all missing names, so good luck if you try to find them aswell! (or wait for Tropico 3 OST)
