Can't enable Hi-Res Sound Win 7

I cannot get the sound to change from low res to hi. I even went into the config file and tried changing it there, but it still does not work. I went here to the Interplay support page and they have nothing on this.

Edit your kingpin\main\config.cfg.

Change the following:

set s_loadas8bit "0"
set s_primary "1"
set s_khz "22"

It worked for me on Vista x64.

You might have to use XP SP2 compatibility mode and run as administrator, too.
