I just happened to discover this by chance, but it works as a temporary fix to the low framerate on XP.
What I did was disable soft shadows, and go back to the main menu allowing the game to reload with the new settings, the game will run much smoother until you reach the next loading screen. Once you do and the framerate becomes terrible again I enabled the soft shadows and accepted the changes. Then I disabled the soft shadows, thus repeating the process.
I dont understand why this works and it maybe just for my system but re-disabling soft shadows really helps with my framerate on KOTOR and oddly enough KOTOR II. If anyone has an explaination or knows how to stablilize the framerate without the process feel free to post =D
