Well, i'm sure it completed the update after buying the Zenith Remnant expansion (and the 2nd expansion before that),
but last night it still trying to update and yet it says 'update cancel'd' or stopped and from time to time it tries
again for a second or 2 and stops again... What is happening? I can't even launch the AI War game on steam...
says it's available for use or something...
PS: And it doesn't start to continue when i click 'continue all'...

Unfortunately, as the developer of ai war (or any other game on steam) I don't have visibility into that -- it's some sort of issue with steam itself, which valve manages exclusively. Generally when there are download problems with steam it can be restartee or canceled (I think with that verify steam cache button or similar), but I notice in the newest versions of steam that seems less effective.
Deleting the game and then redownloading it fresh would probably bypass whatever has gone wrong with steam. If you move all the game files out of that folder, then uninstall the game, then move the files back in, then install the game again, it won't try to redownload all the files you already have.
That said, I'm mostly shooting in the dark based on my own limited experience with troubleshooting the issue when it happened to me with a couple of games. I imagine that valve themselves must have posted on this somewhere, or that users of steam would have found an ideal minimal-steps workaround for when this happens to games on steam in general.
Wish I could be more help! But hope that helps at least a bit.

Well, found the way to solve it. No more stuck. :)

Sorry for the double post, but i just opened Steam and it shows that there's an update to 'AI War: Fleet Command',
but it now too; continues and stops in the next second! :(
(I removed some files related to the game in steam folder,
then steam reinstalled stuff and they said this shoudl fix it,
but it still does it...)

Um... unfortunately, I pretty much have to repeat what I said before. If it has to do with Steam updating games, that's internal valve magic that mere game developers can't help you with. ;)
Sorry to hear of the trouble, though, that is odd -- it's not something widespread, that I'm aware of, and there haven't been any new updates to AI War on Steam since May of this year, so if there was a problem with the AI War "depots" it seems like that would have surfaced long before now.
On the latest new post-May version of Steam I ran into this issue temporarily with another game, and the solution was what they already said -- so it's not localized to AI War, it's something I guess they're working the kinks out of, I'm not sure.
If worst comes to worst, you can always download updates from Arcen, and you can use your CD Keys from steam to activate them -- we always provide that option for all our games with any vendor, as a sort of failsafe. Beyond that... unfortunately, I hate to pass you off to Valve again, but it's their thing. :(
