you order your team to refrain from capping it. Allowing the enemy to keep it all while controlling the remaining flags, is that base rayping?
I forgot the conquest game mode name used in 2142. But in Fall of Berlin while playing the PAC team we used to let the EU keep the last post. How different is this from base rayping?

people consider it base ♥♥♥♥ if you let them have all the flags and then just kill them as they spawn.

Depends on the map, i think. Some maps lend themselves to turning a cap point into a killbox... While other maps are open ended and let defenders leak out of the sides to flank.
I've done it with a group of my friends plenty of times... Rather than capping, we just hold back and taunt the flag while killing enemies that trickle in to defend.
