It's an average game, but not as awful as so many make it out to be. Just realize before you start that it has nothing to do with X-COM and you should be able to enjoy some mindless alien blasting fun.

Yes it has everything to do with X-com. But it's a classic arcade shoot em up. The best in fact if you ask me. it's a mindless game that you just shoot aliens until your mouse button breaks. I can't comment on the graphics or sound because it's been a while but it's average quality. Not really bad so it's good enough for me to play for hours.
If sometimes you just want to shoot aliens and turn your brain off for a while. This is the game you want.

Aside from the fact that there's an alien invasion going on, there's nothing "X-COM" about it. You could have called it "Duke Nukem: Enforcer" and said that the professor was Duke's uncle, and it would have made exactly as much sense.
As far as the graphics, they were probably not too far from the state of the art when the game was released in 2001. It's the Unreal Tournament engine after all.

What you describe there is 80% of the games that are on retail today. Look at the the FPS games right now, same thing. Look at the RTS too, same thing you describe. Your fact is a bit flawed here only because your right and wrong at the same time. What makes the difference is the story. If you did listen to the story, you will notice it's about X-com and nothing else.
Most games today mix features which are available in others all the time. It's always like that and will always will be. That's how it works with today's market. Just revamp what's old and don't invent anything new. Too much resources to spend anyway.
Look at Hollywood, they mastered that concept. Just pick an old story from the 50's and do it in 2010. The incoming X-Com game will be the same. It will be a fresh first person shooter with the theme of aliens. Nothing new here, I don't know what engine or how it will look like but it's just copy/paste from other FPS that's for sure just by looking at it.

Makes as much sense as a Civilization game where Superman wipes the floor with all the opposing civilizations.

Same with Duke Nukem. A single man destroing countless enemies ? wtf ? Same with the pc game doom. Same with every other fps. Your just the single type of guy who acts like rambo and can destroy everything. Same with Half-life.
Doesnt make sense for a single man to destroy countless beings but it happens because it's fun and enjoyable, this is what enforcer shines. It so simple that it's actually fun.

I'm not saying this doesn't make sense in a game. I'm saying this doesn't make sense in an X-COM game. X-COM universe is not consistent with supersoldiers pwning all opposition, which is why Enforcer has no place in the franchise. Something like Gears of War might make sense (I hear they actually planned a tactical squad combat X-COM game...) but not this.
