COD-UO in Germany

Is there any reason, why i can't buy COD-UO in germany?

Probably banned there for violence, and the portrayal of swastika wearing Germans.

Sure.....but i can buy it in a store, as german version.

Here in germany i can buy all CoD's in steam in german version, including all in WW2: 1, 2, WoW.....but UO is missing and i can't figure out the reason.
