I was a bit surprised to actually see the release date of October 10'th. The game says its released on the steam store, no buy option though. So is the game really out or is it just a faulty release date?

Just a faulty release date. I'm hoping IW are just really busy working on the game atm and are genuinely unaware of the situation. Or even better, are sorting it out right now.

We're aware of it, it's an ancient oversight - all wil be revealed soon, just like an army of enemy tanks rushing through a fog of war.

No longer a mod and they do own all the rights to it. Yes they own a license to use the source engine.
