Custom characters in champaign

How do you do this? I've seen people with different characters in the champaign but all I can do is swap out weapons and abilities.

I've finish the game on normal and all I got was the ServBot head item.

Beat the game. That's it.

When you go to Faction Selection, there should be a new option that toggles campaign characters on or off.
