I was wondering: if you purchase UT3 over Steam, does the game utilize Steam's DRM, i.e., you won't be able to start the game without Steam running?
If so, does the same apply to an UT3 Installation from a retail copy where you added the key to Steam, to activate the game's Steam features?

Yes, purchasing the game through Steam requires that Steam is running.
Older retail versions can be played without Steam if you install via the CDs and apply updates manually. I'm not certain if the absolute latest patches require Steam or not however, since there was a move towards UT3 and the UDK's integration into Steam at some point.

Yes, if you activate the game through Steam and want Steam features, it becomes a fully-enabled Steamworks title and Steam will need to be running.
