I have been noticing that it's really hard to hear people in this game even with ninja on. Is this some kind of bug waiting to be fixed or is it just part of the game?

To me listening has been really a big part of every FPS game so far.

Try to set

seta snd_losocclusion "1" to 0

in your config_mp.
That should make the footsteps and gun sounds clearer for you.

That function removes sound bouncing off walls and makes sound basically go through walls.

it works, but you hear friendlies too. and good, when you hear bomb planting from long distance:D

Turn your volume up. I've accidentally TKed so many people in HC matches because they round back through a padding area towards me with enemies on the other side =*(

Footsteps in this game aren't very loud, although it depends on the surface. Some surfaces (like the metal stairs in some maps) make a loud clonk clonk noise, while others make more softer noises.

As pointed out, snd_losOcclusion 0 in your config will improve this somewhat, although it does make everything else louder as well and may require some getting used to.
