Okay, so here is my issue right now.
Im an up and coming mage in harbor town, ive gotten rid of all of the Don's men, gotten a bed for martha, and handed out all five potions.

Neither Belchwur or Commandant Carlos will talk to me, and i have not recieved approval from either of them

In my quest log i still have the potion giving quest,I went back to all of the people on the recieving list, and none of them will talk to me, i went back to Belchwur, and he won't talk to me.

Does anyone here have an idea as to what is going on?

It sounds like you've done everything right. Make sure to keep your save games in case there's no way to fix it. If you have no luck, try asking at the Deep Silver tips and hints subforum (http://forum.deepsilver.com/forum/forumdisplay.php?f=316&order=desc).

Here's a quest summary which I shamelessly copypastad from Risenguide's Risen Guide (http://forums.steampowered.com/forums/showthread.php?t=1210551) on the off chance that it twigs your memory.

Medicine for Everyone: Belschwur (M2.11) will give you a couple of potions. You have to deliver them to Cole (M2.15), Josh (M2.18), Finn (M2.10), Elias (M2.6) and Martha (M2.1) (give the potion to her husband – Arno (M2.2)). After handing all of them over, return to Belschwur.

o The farmer’s sick wife: After you give him his potion Arno (M2.2) will tell you that he needs a warm bed for his sick wife. Rent it from Costa (M2.7) for 30 coins then let Arno and Martha (M2.1) know they have a place to stay. You should tell Belschwur (M2.11) about your good deed and in return he’ll give you a few more healing potions.

o Talk to the commandant of Harbor Town: After you complete the Medicine for everyone quest Carlos (M2.58) will call you to his place through a guard. Once there, you can ask about the situation in the town. You will learn that you will soon have to choose one of the sides. If you don’t complete the Medicine for everyone mission you will be called to Carlos after completing at least 4 decisive quests for the Order. He won’t tell you anything special either way.

After buying the bed at Costas for Arno and Martha, you have to actually wake Martha up and tell her, not just her good for nothing husband.

After you've delivered all the medicine, the mage should talk to you once but the head of the town summons you by way of a guard. Have you run through town around midday? I got notified by a warrior of the order, running past Cids house. Then you can tell the guard at the upper courtyard you have been summoned.

Make sure you haven't offended or frightened people related to the quests by fighting near them or being seen stealing. If you don't have a save game prior but near that point, you could try using Joke spell on each member related to the quest (save before) and see if they'll now talk to you. If you go that route, work backward from the mage, checking in with him after each person joked.

Eh, nothing worked,it is weird, im in good standing with the people of the quest, i gave them the potions, no one will talk to me >.< alot of hard work to be a mage down the drain, meh, create a knight out of this one and stand another mage.

There is a solution that should work, but you'll have to open up the console.

Use the setqueststatus (http://risen.wikia.com/wiki/Setqueststatus) command.

Mark the quest, Medicine For Everyone (http://risen.wikia.com/wiki/Medicine_for_everyone) as successful, and then run around town until a guard approaches you for a meeting.

If you don't know the proper name of the quest, then you should be able to cycle through them using the tab key.

I got a hold of Da_ford's savegame and "setqueststatus Belschwur_BringPotionsToFolks succeed" worked to fix it. The console is case sensitive.

It didn't seem to matter how many joke scrolls I used on the NPCs in that quest, they were passive aggressive and refused to talk. Strange.
