I just bought Tropico 3 Gold, and im stuck at the pre-installer screen and when I go to cancel it, it crashes steam.

This is the screen I get stuck at each time i try to install Tropico 3(without the Empire:Total War Logo);). I've tried everything from turning off my firewall and installing to re-installing steam. Another thing is I've let it run for 3 days now and it hasn't changed at all. :confused:
If anyone has any solutions to this "Creating Local Game Cache Files" hanging problem, please post, cause I've played the Tropico 3 Demo, and I bought this game for the soul purpose of playing an awesome city-builder game.:(
