Updating 99% then Suspended

My steam updater shows 5,608.3 of 5,611.6 and has been suspended for quite a while. A month or more.
I played quite happily for about a month with the Legendary Edition and everything was fine. Upon activating the "Play" button of this game, the "suspended" comes off like it is looking for the rest of the update then gives the nefarious "This game is currently unavailable..."

Has anyone else seen this? Thanks,

The usual way to fix this sort of thing is to delete clientregistry.blob, start steam and then validate the files.

Did the clientregistry thing, then the delete local content, it re-downloaded the whole thing and stopped at the exact same spot as before????
Anyone before I submit a ticket on this?
