Problem with Spanish language

The game is in English and I can not change to Spanish. In language tab is selected Spanish, but the game continues in English. I tried to download the game again and the problem continues. In the windows registry I have no option to change, so that solution not enough for me.

This solution helped me, but I think steam should correct this bug.

Thank you. It solved the same problem for me with Italian language: the game was installed in English (???)!
