CTD consistently loading Making Money Tutorial

I deterministically get a crash to desktop whenever I do just about anything in game. Worst, many of the tutorials crash before even getting through the loading screen. The basic tutorial loads but consistently crashes when I lay down the commercial zoning.

Windows 7 x64 Pro
2 GB RAM
Nvidia GeForce 8600 GT

I've tried every combination of suggestions I can find on this forum and others including pinning to a single core, software rendering, and compatibility mode settings.

Anyone else running into anything like this? I've gotten my money's worth out of this game just in the "entertainment" value of trying to get it to run for several hours.

Sometimes running a game in window mode can prevent CTD's. If you haven't tried it already, try adding -w to the launch options.
