I bought the GOTY edition, installed it (with Steam running As Administrator, in case that matters), and ran the game to make sure it was working properly before starting to mod it using this guide (http://morrowind2009.wordpress.com/).

I'm having a big problem though. Regardless of whether I have mods installed or am running the vanilla unmodded GOTY Morrowind, I'm unable to exit out of the game. The game starts and runs fine, until I exit out of the game. When I click on "exit" in the menu, it locks up in "not responding"-mode and I have to kill the game via Task Manager.

What is even worse though is that I'm unable to load save files from the in-game menu. I can save, but when I click on the save file I want to load (say I want to reload to try picking a lock again), and then click on OK, the game freezes and I once again have to kill the process in Task Manager. That's game-breaking and I need help. I'm at a loss here. :(

Things I've tried so far:

Verified integrity of game cache.
Uninstall and reinstall with reboot in between (re-verfied after reinstall)
Run the exe and launcher in compatibility mode for XP SP 2
Set the exe and Launcher to always "run as Administrator"
Attempted to install the latest version of Dx9 from the Microsoft website, but failed. Since I have a "newer or equivalent" version installed already the installation stops. I haven't found a way to over-ride it.
Turned off Aero and UAC. Still no difference.

I'm on Windows 7 Home Premium x64. I'm using MGE, and have it set to always run as Administrator as well. Also using the Code Patch, that was extracted to the Morrowind directory and installed by right-clicking and running as administrator.

Note that all the above problems continue to happen with all mods disabled, and also happen on a clean vanilla install. In other words, I really doubt it's the mods that are causing this. Help, please? :(

This may sound stupid but did you purchase the game through or are you trying to install it as a steam game? The first thing you should do after buying a game through steam is to play it "AS IS" for awhile. Don't run anything as administrator.
No matter what they tell you here about the various ways to MOD a steam installed game unless you are an expert with computers one players "This is the way I did it" may not work on your system.

I can't be reading it right that you have the game and want to install it with Steam as administrator, I did not think this was possible so it must be a steam purchased version BTW the graphic Extender does not improve the game that much. I say this after many years of playing with it on a XP Pro system. I use a LG 23" Monitor that will run HDMI 1080i and I don't need the extender but then do what you think is best and good luck as it sounds like your going to need it.

After(IF?) you get the steam non mod version to run send a request to them asking the best way to attempt MOD installs. They will tell you to change the steamapps file to steamapps.old install the game with MOD's, etc. They also tell you to copy any games you have on the steam page to a different directory just to be safe. I can't remember but I think they will then tell you if the games works change back to the steamapps file name.
The most important thing is to run the game as steam installed it FIRST and don't be so trigger happy about MOD's

I bought the game through Steam. The reason I started putting all sorts of mods on was to see what kind of difference they made while I wait for a solution to the crashing problem. The crashes (both of them) happened with the as-is vanilla install as well, and adding mods made no difference.

Who are "them" I should send a request to...? :)

Try downloading and installing the Morrowind Patch 1.6.5 and the Morrowind Code Patch (google them), they fix hundreds of different bugs, ingame and technical.

I've got exactly the same problem, using win7 x64.
Is there a fix yet?
