Confused about the game modes, is there a free build?

According to http://thesettlers.us.ubi.com/the-settlers-7/game-info/, there are 3 game modes, campaign, multiplayer, and skirmish.

I am wondering if there is some sort of free build in the game where you can basically just build and watch your city thrive as well as still being able to attack other towns.

Or maybe that is what skirmish is?

Yeah, that should be the skirmish mode. It is in most RTS' anyway.

when the main window loads up in the upper left hand corner there is a icon that says play.there u can enter open play.
