I dont really get this...
There are a few houses in my city, maybe... 4 or 5 that are constantly poor, there not low level either, they are third or fourth tier houses, but I keep having to give them money for fear of the dreaded 'THERES GONA BE CRIME' popup, Im so sick and tired of hearing that spiel. I dunno what to do to get them more money, they have jobs, they have all kinds of wonders around them...
I just dont get it, everything else is running absolutely fine.

Just make sure they're employed, both the man and his wife.

i think theres more to it than that. ive had occasions where both are employed but still poor. i'm not entirely sure but i think they have to be "busy" in their employment, or "gainfully employed".
a rather obvious example would be if one or both are working in a grape farm/vineyard, and theres no inns to sell the wine. another example would be tailors with no/limited supply of linen, or bakers with no/limited supply of wheat.
what also may be a factor is if theres too many of any given proffession, above and beyond the demand for their services. for example u have a lot of tailors, even if u also have a lot of flax growers supplying them, i think some (both growers and tailors) would be poor because theres a limit to the demand for cloth. hope this helps.
