So I'm having a slight issue. I have just completed the first set of quests in Neverwinter involving the City Watch. As I leave the Market Quarter to go to any other zone (preferably to go to Old Owl Well), I arrive to the specified zone, with one less companion and having my character turned into a level 1 human fighter.
Has anyone had any similar issues or know what I can do to fix it?

Never heard of this problem before, have you used some sort of a console command possibly prior to leaving the area or getting to the area where you are?

I used console commands when first creating the character. This is my seventh time playing through the original story, but I wanted a flushed out character to power through it before moving on to MotB.
When I use "resetlevels", it turns me into a 22 Mage. (I'm normally 10/10 Mage/Pale Master) However I lose the majority of my feats, including key ones like "Kalach-Cha", "City Watchman", and "Harborman". And, once again when I move into a new area, it simply returns me to the level 1 fighter.

Well it seems like you used a wrong command, reset levels doesn't only reset your levels but applies a default package on your character. To relevel it is better to use dm_givexp command.
