"Failed to find Steam"

I get this message when trying to run RTW Gold. Barbarian Invasion runs fine. I've reinstalled the game, I've deleted ClientRegistry.blob, I've deleted everything in my Steam folder but Steam.exe and the steamapps folder. None of these work. I had a support ticket open, it sat unanswered for 2 days, and before it got answered Support got changed to that modding portal.

Anybody have any advice? I'm about to throw a fit like a child a quarter my age and go buy the CD.

I changed the properties of Steam.exe to run it as an administrator, and now RTW works.
