Ok I keep having my pc over heat during intensive games. BC2 and GTAiv to be exact. I am OCing and its plenty stable, but sometimes the game likes to cause it to over heat. Most times i can leave it running for hours and the temp stays around 57c. Other times it gets to 62c and it seems thats my max operating temp. Wish I knew why it was so low. Anywho looking for something around 30 bucks. I saw this: http://www.newegg.com/Product/Product.aspx?Item=N82E16835103065
I am a big cooler master fan. Both my case (centurion 5 II) and psu are cooler master and they have not failed me yet. Its only really heavy games though, nothing less makes it overheat.

where are you planning to get it from? newegg?
because it would be $38 with shipping in which case i'd recommend a Mugen 2 (http://www.newegg.com/Product/Product.aspx?Item=N82E16835185142&Tpk=scythe%202100) for $43 shipped and performs much better.

I use Noctua NH-U9B SE2 (http://www.newegg.com/Product/Product.aspx?Item=N82E16835608016) for my i5-750 OC'ed to 4GHz.
What CPU and Motherboard do you have?
breaks my budget of 30. I have: http://www.newegg.com/Product/Product.aspx?Item=N82E16813130295&cm_re=msi_880gm-e41-_-13-130-295-_-Product

shipping is no issue. I never include it as part of my budget. If I say 30 thats what I want the object its self to cost

Some blocks dont have all the hardware.
I used this (http://www.newegg.com/Product/Product.aspx?Item=N82E16835186134) when i overclosed my 955 close to 4Ghz, was only the rev1 tho. AC makes some nice stuff for cheap.

I have the Hyper 212+ and I like it.
It's pretty big though, like massive, so make sure it fits in your case. :)
And it has a backplate you'll have to install on the rear of the Motherboard.
You can get it for $27.93 w/ Free Shipping from Amazon: http://www.amazon.com/Cooler-Master-RR-B10-212P-G1-Universal-Heat-Pipe/dp/B002G1YPH0/ref=sr_1_1?ie=UTF8&qid=1294987404&sr=8-1
That's where I ordered mine from.

shipping is no issue.
in that case it's a fine choice, especially if you get it with free shipping as posted above or cheaper.

ok thanks. Was making sure it was up to standards. I went into my bios and I had the thing set for disabled for smart fan. Instead I set the target to 40c and now its running 100% according to hw monitor. But after intense play on BC2 it would over heat. In the past I would leave it running these games for hours with not a single issue. Its been cleaned for dust twice in the last 24 hours. Seems to be doing better now, but im still interested in better thermal paste and a cooler.

I have the Zalman CNPS10X Performa and as well as fitting all platforms, it also has room to add another fan in a push-pull configuration. It's a bit noisy at full speed but i never have to have it more than 60 % when gaming and my overclocked Q6600 never gets hotter than 50c :)

I think the cooler that he has in the original post will serve his needs better.
Also, pick up a tube of this:
ARCTIC COOLING MX-2 Thermal Coupound (http://www.newegg.com/Product/Product.aspx?Item=N82E16835186020&Tpk=MX-2)
I actually like that better than Arctic Silver 5. It doesn't cure so it's easy to remove, and it drops temps by another degree or 2 when you apply it right.
