Is TAGES only running while the game is?

TAGES works by installing virtual device drivers. It does not "run" like an application in the typical sense. So it's tough to answer your question accurately - as drivers are always loaded, but they don't consume resources in quite the same manner as an app.

If you're mainly worried about TAGES slowing down your system or something like that - then the answer is no. It shouldn't have any practical impact on your system's performance.

This from TAGES website on their Drivers page:

"...our drivers are NOT IN USE unless you run an application that needs them."

So, going by this and from what I understand of it, they are only active when you are running the game that uses it.
