Failed to start (error code 83)

To the developers of GoG and steam users

Hey just posting on here, to see if i can get some help with an error i've been getting. Every time i try to play GoG, i get an error code 83 come up. All my drivers are up to date, no viruses, trojans etc. I've tried uninstalling, reinstalling. Also verified integrity of game cache. Nothing seems to work. I'd really like to play this game. I hope this is a fixable error.

Side Note: This and other games like Tropico 2: Pirates Cove, Shank, Majesty: Gold Edition all give me the same error code 83 when i try to play them. But games like Mafia 2, Mass Effect 2, GTA 4, Sid Meier's Civilization V all work fine.

Windows XP service pack 3
Intel P4 2.8Ghz
2gb Ram
AGP ATI Radeon 4600 1GB

google tells me it may be a firewall issue
The solution they propose is to either disable the firewall while launching the game or allow the game executable file to access the internet
Also, maybe try "offline mode" in steam before launching the game?

When i started up steam today. It downloaded a 35.9mb file and everything works now with the game. Thank you Steam and the developers of GoG. Also i have tried disabling the firewall and trying offline mode for the other game that don't work same error code.
