Creating shortcuts on the desktop creates a shortcut to
steam://rungameid/X
Since this isn't considered to be a shortcut to a program, but rather a URL/web document, it can't be pinned to the taskbar.

Can we get some kind of pin-to-taskbar functionality please?

Just navigate to the folder of the game under Steamapps and then do it off the *.exe

So... how do I set that up for stuff like Team Fortress 2 (that relies on a common half-life 2 exe)?

Use steam.exe -applaunch. For example, this is a shortcut I have on my desktop:

D:\Steam\steam.exe -applaunch 440 -fullscreen -w 1680 -h 1050

(440 is TF2's appid)

Unfortunately, IIRC Windows 7 craps out on multiple shortcuts to the same executable.

Some games do, some games don`t.
Chronicles of Riddick for example just throws me to the games page of windows 7. :/ really weird.

You can pin the Steam icon to the taskbar and pin the game icon to the jump list of the Steam icon, that's pretty much the same. That's in fact an easy way and I'm using this right now.

You could also try D:\Steam\Steam.exe -applaunch APPID
