looks like a decent in class game :) it doesn't quite meet minimum, I was wondering if anyone else has tried this.
if not I will post with an update later today.

What are the specs of your netbook like? EU3 is not a demanding game, and wasn't even when it was released, but the graphics card might still pose a problem.

i think 1.5 ghz atom processor, 1 gig ram (thinking about 2 gigs)
if I put in 2 gigs I could dedicate 25% to video memory, probably.

Your CPU is much more important than your graphics card for this game. It's doing a lot of calculations.
You can run the game on just about anything, but the time will pass very slowly on slower machines. Especially late game. For instance, on full speed for me a month will go by in maybe 15 seconds, where as a slow comp might take a minute or more. With the timescale this game has, how long things can take to happen, and considering how often you need to pause, that would make for a very long game.
For slower machines, turn off advanced water.

Most probably you will not be able to run this game on your netbook. You can have a chance only if your netbook has a dedicated graphic chipset and can hold high resolution (only newest netbook can do that).
This game is quite demanding in term of calculation (and it is not optimized for multicore processors), so it was designed to reduce CPU usage by demanding a good performance from your graphic card.
If your netbook has an integrated Intel video card, most probably the game will not start because your video card will lack the hardware requirements and this problem cannot be bypassed via software.
By the way: try the demo and see if it runs!

For your information, I have just tried to install the game on my netbook Asus EeePC S101 with 2gb of ram (2 years old netbook).
The game starts, but every territory in the map is blue.
Furthermore the game is very slow and you need a 1024 x 760 resolution to run it.
So it's nearly unplayable
