African Province Bug

[Are the follwing bugs or by design?]

I just started playing EU 3 - In Nomine. I'm Portugal (1399) at Easy Level.

1. I sent some troops to take Konga's coastal province.

2. I clicked the Seize Province button and immediately captured it.

3. I was counterattacked by Konga's army and retreated to my ships.

BUG#1?
4. Konga never took back its province after many years of "war" and then we had Peace and I kept the province. Why didn't Konga take it back?

BUG#2?
5. I can sell the province back to Konga for 1950 at Very Likely. Wow!`

This is because its a colony not a fully devolped province yet, when its still a colony you can seize it. Sometimes the AI is bright enough to take it back.
