My rig is capable of running CSS maxed out at 1440 x 900 @ 300FPS+ constant, never dipping below 300. However, it just don't seems as smooth as the frag videos I see on youtube.(http://www.youtube.com/watch?v=1vb40yJzvrU) <===--- I want my game to look as smooth as that.
I run a 75Hz monitor.
CPU: Intel Core i5 760 CPU @ 4.2GHz, Cooler Master Hyper 212 Plus CPU Cooler
Motherboard: Asus Sabertooth 55i TUF
Graphics card: EVGA Nvidia GeForce GTX 570 1280MB
Monitor: 19" Dell SE198WFP LCD
RAM: 4GB (2 x 2GB) Patriot 1333MHz DDR3
Storage Drive(s): Samsung Spinpoint F3 1TB SATA2
Optical Drive(s): Sony Optiarc DRU-880S 24x DVD±RW SATA
Power Supply: Seasonic M12II-620Bronze 620W
Operating System: Windows XP Professional 32-bit en-US - Black Edition
Maybe there's some kind of config file that helps or maybe my monitor just isn't up to it. I dunno. Help is appreciated. =)

Besides turning on vsync (which will limit your frames to 75 and reduce tearing) there isn't really anything you can do. When you get any FPS over your refresh rate, they get dumped anyway, so wouldn't matter if you were fluctuating between 100-300 you'd still be only getting 75 actual frames per second on your screen. The displayed FPS is just what your video card is rendering not what is actually displayed, unless its lower than your refresh rate.

What problem are you experiencing?
All I see from that video is that they have a hardware video capture card with probably a separate hard drive that they store the video to.

Hm... No problem, it's just that my quality and smoothness don't seem on par with it.

u cant compare actual game play with a video. if u were to record ur self and then watch it. it would look alot smoother than when u were playing.
since all screen are at 60hz or higher.. video playback is only 30fps or lower [and video;s also have motion blur n wat not, filter that make then looks smoother] that's y it looks so smooth.

It also uses video effects in the post processing of the video. That's probably what's making it seem so smooth. This isn't an amateur video hack job. This person really put some work into the video and had some pretty good software to do it with.
Your specs are good, but I would recommend getting another Hard drive to store all of your videos on. That would free up the other hard drive just for the game and OS. That's what I do, and my videos come out smooth as silk.

Players that do frag movies on youtube record all files as a demo, the replay said demo with full graphics quality and smoothing turned on.
Since playing a game with full smoothness is rather bad for counterstrikesource due to the failure of CSS and its lagging hitbox models problem, even after the Orange Box update, you will not expierience the full aroma of a quality frag video whilst playing the game.
As was also stated, quite a few frag videos also have a bunch of post processing aferwards.
