How do you mean? Best graphical style or best graphics in reference to the intense elements the game is possible to process?
The former:
Prince of Persia
Trine
Mirror's Edge
Zeno Clash
Just Cause 2
The latter:
Metro 2033
Crysis Warhead
Battlefield: Bad Company 2
Aliens vs. Predator (2010)
Just Cause 2

MW2... lmao
Anyway:
1.Crysis, still hard to run on the highest settings even on newest computers.
2.Bad Company 2, one of the few first Directx 11 games, looks amazing.
3.Mirror's Edge, just beautiful, don't even have to explain this.
4.Borderlands has a nice style I think, not the best looking ever, but I like it a lot.

Actually, completely contrary to my point about not noticing graphics after a while in games, this one HAS stood out for me. It's just the graphic detail, it's more the physics and the way everything behaves - the wind, the way it fans the flames, the lighting, the atmospheric and nicely organic-feeling areas. It is lovely.

Crysis actually doesn't look all that good at this day and age. Way too many blurry textures. Non-beach vistas look muddy (and not in the good way).

Agreed, Half-Life 2 is a beautiful game. To paraphrase a common saying, "it's not about how many polygons you push, it's about how you use them". Which is why it's one of only two games (along with Guild Wars, another "quality over quantity" game in terms of graphics) where I've actually taken an in-game screenshot for use as a wallpaper.

Far Cry 2 has some incredible graphics. Actually, I would say it's one of the best looking games ever made. Though gameplay, sadly, gets very repetitive.
BioShock 1 + 2 also have great detail. I'll never forget the first time I played the intro to BioShock 1.

The Last Remnant (http://store.steampowered.com/app/23310/) - We all know SqaureEnix goes the extra mile with imagery in their JRPGs. Plus it uses UE3.
Ninja Blade (http://store.steampowered.com/app/37010/?snr=1_5_9__13) - The whole game is like a CGI cutscene.
Transformers: The War for Cybertron (http://store.steampowered.com/app/42650/) - UE3 plus Transformers says it all, especially the boss battle stages.

1) Dirt 2
2) Crysis
3) Modern Warfare 2
4) Mirrors Edge

Dirt 2 is a very pretty game and in DX11 its just stunning.
Crysis has not aged as well as it could have, and it becomes more and more blatant that they used the trees and foliage to hide their truly average models and textures. Still a pretty game but not "OMG LOOK ITS CRYSIS!"
Modern Warfare 2 looks like an Xbox game to me. Nothing truly spectacular to set it apart.
Mirrors Edge also hasn't aged all that well. It looks kinda average today.
My Top 5 would be:
1: Metro 2033
2: Just Cause 2
3: S.T.A.L.K.E.R Series with the 2011 Mod.
4: Battlefield: Bad Company 2
5: The Sims 3
Metro 2033 manages to create a hauntingly beautiful worldscape without depending upon speed tree to hide its imperfections.
Just cause 2 is stunningly beautiful and shows us what we have been missing out on in pure DX10 gaming by being held back by WinXP and DX9.
The S.T.A.L.K.E.R Series is not much of a looker by default but with the 2011 mod the games are just unbelievably gorgeous and this is coupled with REAL Plot and Gameplay!
Battlefield Bad Company 2 looks like its cutscenes. Its promotional material does not lie, it really is that handsome.
The Sims 3 I know may be a controversial choice but here me out a moment. The Models, the lighting, the textures and animations are all exceptionally high quality on max settings. Yes I know the Sims is designed so your moms computer can play it, but on max it slaughters even monster rigs and there are some moments to that game that are unbelievably pretty. not in that "Its real and its brown" kind of way, but like it very well could be a Pixar movie.

METRO 2033 in dx11 is probably the best looking game on the PC.
Cryostasis (environments) has awesome looking icy environments that can melt into water in front of the player.
Dirt 2's stages look colorful and amazing, so does the whole world of Just Cause 2.
I'll also mention two games set in space; although I never played it, the EVE online trailers always seem to amaze me, and there is Shattered Horizon from the creators of 3Dmark, which obviously looks great.
If you mod Crysis, the Stalker games, or even Half-Life 2, they can be turned into an ♥♥♥♥♥♥ic experience for your eyes.

I'm also a fan of Mirror's Edge. I do like the way Mafia 2 looks, the dark reds, blues and yellows make you really feel like you're in the mid 1900s. My favourite art-style is Team Fortress 2. Oblivion is also worth a mention all these years on because when you stand on top of a mountain and see those beautiful cities, lakes, rivers and forests you know you can go there. I like Oblivions use of the colour green as well. I felt Borderlands needed to go a little bit more unrealistic, but the outlines in it were fantastic.

Explaining my reasoning for choosing what I did:
I love the art style of UT3 to death. Sure, in the beginning Unreal was about VR, but the added realism makes it all come to life -- it isn't your standard cookie-cutter arena FPS.
Oblivion, while based on an exceedingly old and now dead engine, looks simply amazing any way you play it, and the numerous graphics enhancers just add to it. If I could fetch some screens of my Oblivion setup, you'd see why.
People say Mirror's Edge hasn't aged well. I disagree. I can't count how many times I was nearly blinded by the incredibly bright whites used as many of the textures -- it's all so vivid and radiant-looking. Another absolutely amazing DICE production.
Even with all its glaring bugs, NWN2, from what I've seen, looks stunning for a game released in '06. Obsidian did an amazing job on the improvements to the original Aurora graphics engine (yes, Electron is still based on Aurora.), and the end result is a game, that while demanding on even modern hardware, is simply amazing to Behold (hehe pun).

One of those few games which only support DX10.
Get on a jet, fly over the tallest mountain in the game, jump! This is the game that actually taught me what "life-like 3D environment" is. Amazing graphics.

I disagree with Just Cause 2 because of one thing. The trees are billboard sprites. I look at the tree tops while flying or parachuting and it's almost like I'm playing Doom.
It's especially bad when you are above them looking straight down. Did that tree just rotate 180 degrees somehow?

Install Oblivion
Run Oblivion
Set it to lowest
Start game
Walk into a forest and be amazed of how the 2D trees always rotates to face towards you
Now, imagine eyes on the trees, watching your every move...
Oblivion. One of the most scary games ever when played on lowest.
Anyway, I've played JC2 some 30 hours and I've yet to experience what you describe. Sure, on a certain distance the trees might possibly be billboard sprites, but at least to me the illusion is waterproof, or at least have yet to show otherwise. One of the things I love about JC2 is the continuous landscape fading. Sometimes I can parachute out in the air or flying forward with a plane simply because I want to admire how good they can change between quality levels on objects with no obvious sudden change between levels. Just amazing and is one thing which few other games does as good as JC2.

Interesting point here. I would say that this adds credence to what I mentioned earlier on that you don't notice the graphics particularly after a given few hours of starting the game.
I'm not just saying this because of my personal belief that I couldn't care less about graphics, because gameplay is everything. Nope, if cool graphics is a major selling point for you, that's hunky dory.
I'm just saying that it's amazing how easy it is to say how much you love the graphics and then in fairly short order, you stop noticing things.
Arkham Asylum has got to be the most beautiful game I've ever played.

1.Metro2033 (first class engine and first class art design)
2.Just Cause 2 (parachuting from a plane all the way to the ground in this game is about as gorgeous as eyecandy gets)
3.Crysis (have yet to see anyone else do people, water, or the inside of a crazy alien base as well as Crysis did)
4.GTA4
5.Battlefield Bad Company 2
6.Far Cry 2 (would be higher, but the vegetation and terrain all looks like it's made of plastic to me)

8.Mirror's Edge (a bit too stark and plain for me, but great lighting)

I'm guessing you need better hardware then. The crowds thing is true, though it's because in AC2 crowds are a gameplay element rather than mere decoration, and the robes? Ezio's is *FAR* more detailed than Altair's, seriously, it's not even funny. Also, Victorian-era Italy was most definitely *not* brown so the "Shrek" look is appropiate, AC1's eternal brown only works for its own middle-eastern setting and little else.

I mean AC2 has better all around graphics, but the details and realism wasn't as obvious as AC1
But we can disagree on this, They both look beautiful anyhow.

I have a very biased opinion for the AC games. I would say that AC2 looks better than AC1, but only for one reason. AC1 took place in a desert climate area that was full of dust and sand, so naturally it looked a bit more mucky to me. By mucky, I mean that the buildings were all made to look middle eastern, which fit for the setting, but still looked a bit dull after a time. AC2 takes place in Italy and at the hight of the renaissance era. The renaissance is highly remembered for the amount of artistic talent that was blooming. So naturally, AC2's environment and cities looked gorgeous and awesome. The reason why I say I am biased is simply because I love everything about the renaissance era. Now if only I could improve my frame rate in AC2, then I would be even more delighted. :(
