Not able to choose the language

In these days i've purchased medieval2 plus Kingdom. When make right click on the icon game, and choose property, isn't possible to choose the language.
Why in the "old" CD version there was the possibility to choose the language and from Steam no? Are there something that i can do about it?

Couse the game is only in english (I mean: the steam version).

By ze way, is it intenschional that the Holi Rohman empeier haz thiz horriebel german akzent?
Yes, they mostly consist of German troops and Lords, but either let them speak proper German or stick with English with a british/american accent. These voice overs give me Kopfschmerzen!

Not just ze germans but ze french and other factions too. At the beginning its strange but somehow funny.

At topic:
Its only in english. A little bit dumb to just sell the english version of a game wich is already localized in many languages.

I guess there are two possible reasons that they're distributing the english-only version:

1. License or Economical decision
We don't know what deal the publisher made with valve. Additional languages normally cost additional license fees since the translators want to get their incentives as well. And additonal languages, especially voice files and videos, generate additional traffic in the distribution system in terms of gigabyte - and that directly correlates with distribution costs.

2. Technical reasons
I only own the steam version, so I can only speculate here: you can set the displayed language of multi-language games in steam through a check list in the steam interface. Maybe Medieval is not compatible with that framework, the developers didn't bother to adapt it or the software simply can't handle the parallel installation of different language files at all.
