Commanders

So the commanders, when they get elected or what ever at the beginning of a match, how does that work? What I don't like about BF2 commanders is that higher ranks ALWAYS get to be commander, so low rank players don't get to command ever. I can see how a newby commander sucks for the game, so you could have a restriction of only being elected after a certain rank or exp, but other wise it sucks for the newer players to never get to have the RTS feature because of high ranking guys. How do you evenly decide the commanders?

In empires it's a vote, based on who puts themselves up for it. Often people will not get any votes, if they do not bother to vote for themselves (proving they are new)
