SteamCloud games are obviously good to go. Others usually save into the "My Documents" folder. Just check to see if your saves are there. Uninstalling the game should not affect these files.

It depends.

Old games have "save" folder in their game folder itself.
Newer games save savefiles into my document folder.
Some other games will save your games into:
1. Username\saved games
2. Username\appdata\Local and/or roaming foler
3. C:\Program data
4. Username\appdata\Local\Virtual Store

Except those keeping save files into their game folder will erase all related files when it's uninstalled from steam folder. Sometimes, it will ask you whether to keep the save file and user config files or not.

For example, The unreal (classic) has save folder in game folder itself, and validating game cache or uninstalling the game will erase all save files.

Others (#1~4) are kept and won't be touched, but beware, some games will ask whether to delete all files (including save files) or not.

Your best bet is probably just to backup the save before you uninstall.

normally it keeps them, sometime swhen you uninstall it ask you if you want to delete them or not, just uncheck and uninvstall
