Using wallhack to see where they were? The infected have glows, so they can see where the survivors are anyway.

1) I don't think there's any reason to report cheters whatever they may be
2) Report a cheetah to the local zoo, or perhaps any organisation responsible for wild/dangerous animals.
3) If you want to report 'cheaters', then first, you might be best off invcesting in some form of spell-checker. This would really help to substantiate your claims, as well as ensuring that whoever you tell can actually understand a word of your report.
4) To report, look for documentation or websites regarding the particular server you were on. They ought to have details of how to inform their erver admins of suspected cheating and how to go about it.
5) VAC itself is an automated system which checks for certain criteria only. To prevent abuse, there is no protocol for accepting reports or claims of any kind. See #4 as you have the choice of either a) notifying the individual server admins, or avoiding play on that server.
6) In L4D standard versus games, the teams are able to see each others' locations. This is not cheating, but necessary in order to keep the action going.
