No blood or gore in game

I have messed around with all the settings and I just can't get the blood to work. It looks really stupid when I shove Ulaks into someones neck and rip them out and no blood whatsoever comes out.

Gore is set to on
Decals are on
X8 AA

I did some searching and it turns out others are getting the problem but no solutions have been posted. Whats going on?

Verify your game cache. That should repair your files. R-click on game in library, click properties, local files, veify integrity of game cache.
