Buses carrying too many passengers bug

I was playing today and noticed that there was that bus that was able to carry twice as many passengers as he possibly could.

It could happen due to a traffic jam that made whole lot of the buses from this line to queue up next to one of the stops. At the next stop he unloaded all 20 of them and then picked up only 10.

around the world, you will find that most buses and subway/metros have hand grips for standing passengers. i think this might be what you are seeing.
