I done every fix recommended on these forums and still don't start
it has the "game is starting" message
black screen for two seconds
then it goes to desktop with no error message or anything
its not my PC or drivers
if its got something to do with ATI or Win7 64 bit though...

Is this for Beat or Runner?
I have no problems running Beat on Win7x64 with an ATI card, though I haven't purchased Runner (yet).

I'm having the exact same problem. It's the first time I've ever had an issue with a steam purchased game.
specs:
C2D e8400 @3Ghz
4GB RAM
9800GX2 1GB
Win7 64bit

Try this.
Go to /Steam/steamapps/common/bit.trip beat/dep(or Dependencies). If oalinst.exe is not there, get it from this site (http://connect.creativelabs.com/openal/Downloads/Forms/AllItems.aspx).(third link down) Place oalinst.exe in that directory and click on it(it will install some .dll). Even if it is there, try to run oalinst.exe anyway.

Hmm.
Try going to /Steam/steamapps/common/bit.trip beat/beat.exe and clicking on that. An error message should show up that might be revealing.

Do you have your video card set to push AA setting or anything like that? make sure it's set to run program settings, I had this issue for a second till changing that

Have you tried changing your resolution and running, perhaps it's glitching out during a resolution change? I hear this game doesn't like to change to certain resolutions....also are you running onboard sound or a sound card? I have heard there are issues with both depending on the MB....(I got no idea how sound would mess up the video from activating but computers like to mess with mankind)

I noticed the x2 on your video card, is that dual cards or a single with dual GP's? If you are running dual cards try changing your settings to use only one card as well, I get a fatal crash if I use crossfire....
