Basically this:
1st create a folder named "SEGA" in your documents folder, then create a folder named "SONIC ADVENTURE DX" in the just created SEGA folder. After that, copy the file config.ini that is located in "programs\steam\steamapps\common\sonic adventure dx" into the "documents\SEGA\SONIC ADVENTURE DX" folder.

To change the settings of the game, you have to edit the config.ini file manually with a text editor (notepad, wordpad, notepad++, ...), since the configuration application is broken.
For saving nothing is needed to be changed in the config.ini, just need to copy it into the Documents\SEGA\SONIC ADVENTURE DX folder.

But you can always change a few settings by editing it, for example:
Changing FULL_SCREEN=0 to FULL_SCREEN=1 puts the game in fullscreen, changing RESOLUTION=4 to RESOLUTION=3 puts the game in 1024x768 instead of 1280x720.

I recommend using Wordpad or Notepad++ instead of the simple Notepad. Unlike Notepad, Wordpad and Notepad++ put each setting in each line, instead of having everything in the same line.

thank you for the info ezo. Anybody happen to know why in my common folder I only see 2 folders named left 4 dead and left 4 dead 2? I can't find the sonic files or any other game I have besides the 2.. I've tried searching for sonic.. no luck

Maybe it could be in the folder with your steam username, "steam\steamapps\yourusername"? Or is there any folder other than "common", "yourusername", and possibly "sourcemods" inside the "steamapps" folder?

never mind... everything works! it seems to save so far.. thank you for the help! It seems that I have 2 steam folders in different places.. weird

wouldnt it be nice if Steam could fix this problem, so windows 7 users dont have this problem anymore?!

I am a HUGE Sonic Adventure DX fan, and i wasted 9.99 euros buying this game since i cant save!!!
