It's not that ironic - I can't imagine we'd want to play a game that boiled American history down to the Civil War, with extra stereotypes shoveled on.

A Civil War-themed FPS? It'd be a super refreshing change from WWII/Modern Warfare. For that matter, a WWI FPS could also be really cool. WWI never gets any recognition in fiction...

Creative Assembly is in the UK .. which is no excuse.... may just be a supply problem in the region as for download .... sketch? another supply problem was Canada for Rock band three instruments( keyboards Drum kits and Guitar ) but there is always ways to get it may not be on release day. Order it and have a friend ship it out to ya. If I was steam I would jump all over this supply shortage make some deals in Japan.

GamersGate UK shop sells Shogun 2 to Japan. Also Try Direct2Drive UK shop or GetGames - it's the same Steamworks game everywhere.

I live in Korea and there is no total war games on the steam store page. And I get a "not available in your region" response. I checked around the main steam forums and found out that it is not steam but Sega that will not allow access to Korea, Japan, China and other places in Asia to purchase the Total war series. Any of them. I know they sell it in the box in Korea. You can still order it online but at Sega site.

I ordered it and had to wait a few hours for the purchase to be validated. I started downloading Shogun 2 and am waiting for the 74%decryption file segment.
You still need steam to activate it and play it. But you cannot access the store page in your blocked region.
