Does this game require a steam engine game?

Do you need a steam source game, like half life 2, team fortress or so to play this?

Dino D-Day, the commercial release, will use the Source engine - much like the old mod (http://www.moddb.com/mods/dino-d-day). But, unlike the mod, you won't need a pre-installed copy of HL2 before you can play the game.
