Quick note – we’ll be adding Steam achievements and hopefully Steam Cloud support over the next month or so. And getting ahold of Steam keys is going to take a day or two maybe. Hang in there.

So while its not initially using the cloud, it will do soon.

No you can't but you can access your save since you last played on that computer as they are stored in your computer. The cloud is speficially for if your playing on multiple computers.

yep ^^ when a game uses Steam cloud (as exemple: Just Cause 2), the save files are uploaded everytime you quit the game. It enables you to access the saves from any computer. Even when a game uses Steam cloud it doesn't mean you won't be able to access your save files, because they are often also stored locally *but you will have to use the same computer obviously*. RotT stores the saved files currently only local :) so being offline or online doesn't do anything :)
