Crash on Start-up

I've tried everything from editing the compatibility of the application to updating my drivers to contacting Steam support and nothing has helped. My specs are:

Dell Inspiron 1545
2 Ghz Dual Core Processor
2 gigs of RAM
Mobile Intel 4 Series Express Chipset Family graphics card
