...why the face under one of my cities' name is red (indicating possibility of a riot) when the top bar (+) of it's public order is LONGER than the bottom bar (-)? Can anybody please explain?

What is the percentage of public order?

it is possible that you have more types of positive effects then negative effects but the negative effects are more severe.

If public order is <75% you get a red sadface (in medieval 2 atleast)
