A buddy of mine has the same problem so I don't know how widespread this is, but you apparently aren't alone.

Sometimes Steam just says that. Happens randomly I think.

I'm receiving the same issue, even after verifying the integrity of the game cache and restarting steam.

I installed it 1 hour ago and it did work well.
My friend also installed it but during the afternoon and everything was ok!
