The two are not related to the other.
First, the turret. What skin number do I use to get the pure white turret?
Second, the glass wall. How do I make it. I found the glass texture but where do I find the frame?

in its properties, near the bottom. pick normal. and just fyi if you use the other models, be sure to set Load Defective Models to yes. otherwise Hammer gets lazy and doesent precache em.
for Frames... you can either sift through prop_static models for hours finding one that A)fits your opening, and B) is just the right shade of pink (blue, metal, whatever) texture to match your motif.
Usually i end up just making them out of func_detail brushes. even then... finding a texture that matches and looks right on a 4x4 unit frame is tedious at best..
If anyone has a "GOTO!" texture for frames, ill love ya if you share.

Okay, then that just leaves the glass walls...

In the official maps, a prop_static with a 'frame_*' model is used. For example, frame_256x128. There are a few with different dimensions.
There are also models for sections of the frame (e.g. frame_corner, frame_64) that you can use to piece together irregular dimensions. You'll need a separate prop_static for each section though, so it could get clumsy if the glass is large.
Or you can just use a brush and stick it around the glass pane, which is easier, less costly to render and allows you to customise the texture on it.

Make the frames out of func_details. Some good textures to use are:
squarebeams - Clean frame
squarebeams_rusty01 - Older looking frames
Also search for plastic in the texture browser. There are a few useful ones in there from Portal 1.
There's also a whole bunch of models for observation room windows and miscellaneous glass walls. Search window or frame in the model browser.
